In 2005, Hurricane Katrina had crossed Florida and the Gulf of Mexico, hitting New Orleans and <span id=\"tooltip552305e88fc41\">devastating<\/span> large parts of Louisiana and Mississippi. Last week, Hurricane Isaac did exactly that.<\/p>\n<p>Fortunately, the decision-makers had remembered the past and had learned from it.<\/p>\n<p>Katrina was not only the worst natural disaster to hit the US; it was also one of the worst man-made disasters.<\/p>\n<ul>\n<li>George W. Bush had chosen Michael Brown, a friend of his campaign director&#8217;s, to head the Federal Emergency Management Agency (FEMA). Brown said at the time that he considered himself unqualified for such a position.<\/li>\n<li>Federal, state and local authorities did not coordinate their efforts well.<\/li>\n<li>Tens of thousands of residents, knowing full well that disaster would strike, chose to stay behind.<\/li>\n<li>Two hundred forty-nine New Orleans police officers left their posts without permission instead of staying to maintain order.<\/li>\n<li>The <span id=\"tooltip552305e890028\">levees<\/span>, meant to protect the city from floodwaters, had not been constructed adequately.<\/li>\n<li>For days, disaster <span id=\"tooltip552305e89040e\">relief<\/span> was not able to reach the city.<\/li>\n<li>Bush appeared unconcerned about the storm. He toured the area by helicopter and told Michael Brown, &#8220;Brownie, you&#8217;re doin&#8217; <span id=\"tooltip552305e8907f7\">a heck of a<\/span> job!&#8221; (Just over a week later, Brown was forced to resign.)<\/li>\n<li>The <span id=\"tooltip552305e89137c\">trailers<\/span> provided by FEMA as longer-term housing for flood victims were found to contain toxic chemicals.<\/li>\n<li>Many residents took years to return, if at all.<\/li>\n<\/ul>\n<p>Since then:<\/p>\n<ul>\n<li>$14 billion has been spent on building new, taller, <span id=\"tooltip552305e8917ea\">sturdier<\/span> levees and floodgates, which <span id=\"tooltip552305e891b82\">held up<\/span> during Hurricane Isaac.<\/li>\n<li>New, sturdier houses have been built on <span id=\"tooltip552305e89200c\">stilts<\/span>.<\/li>\n<li>The National Guard arrived in downtown New Orleans and established a headquarters there before the hurricane arrived.<\/li>\n<li><span id=\"tooltip552305e892352\">At any given time<\/span>, 600 police officers and 200 National Guardsman were patrolling the city. Although violent crime <a title=\"New Orleans police report widespread looting during Hurricane Isaac, but little violence (New Orleans Times-Picayune)\" href=\"http:\/\/www.nola.com\/crime\/index.ssf\/2012\/09\/new_orleans_police_report_wide.html\" target=\"_blank\">still happened<\/a>, police reported no killings.<\/li>\n<li>Barack Obama visited New Orleans this week (as did Mitt Romney). Both walked around on the ground and spoke to residents.<\/li>\n<\/ul>\n<p>Isaac was not as strong a storm as Katrina, but it moved much more slowly and dumped a lot more rain. Large parts of Louisiana and Mississippi \u2014 one of the poorest parts of the country \u2014 were flooded again. Some people still didn&#8217;t leave and had to be evacuated from rooftops. But instead of 1,836 people dying, only seven people lost their lives this time. Although <a title=\"Hurricane Isaac: '13,000 homes damaged' in Louisiana (BBC)\" href=\"http:\/\/www.bbc.co.uk\/news\/world-us-canada-19484355\" target=\"_blank\">13,000 homes were damaged<\/a> by Isaac, electricity was restored nearly everywhere within a few days.<\/p>\n<p>Following the Katrina disaster, U2 and Green Day performed in this music video that showed how, in an alternative world, things might have turned out differently.
