Kennedy had never gone to Berlin? What if he hadn&#8217;t given <a title=\"Watch the 9-minute speech on Wikipedia\" href=\"http:\/\/en.wikipedia.org\/wiki\/Ich_bin_ein_Berliner\" target=\"_blank\">that speech<\/a> at the Rathaus Sch\u00f6neberg in 1963 in which he <span id=\"tooltip55215d62805af\">proclaimed<\/span>, in his <span id=\"tooltip55215d62808cb\">horrible<\/span> Massachusetts accent, &#8220;Ich been ein Bee-leena&#8221;? What if he had chosen to <span id=\"tooltip55215d6280cb1\">side with<\/span> the Soviets instead?<\/p>\n<p>In the most recent world war, the Soviets had been America&#8217;s <span id=\"tooltip55215d62810e3\">ally<\/span>. They had suffered unimaginable losses \u2014 20 million people, by their own estimate \u2014 after a surprise attack by one of their neighbors, and were still <span id=\"tooltip55215d6281545\">coming to terms with<\/span> that. <span id=\"tooltip55215d628186b\">Moreover<\/span>, to many Americans \u2014 <span id=\"tooltip55215d6281c52\">not to mention<\/span> French, British, Belgians, Poles, Norwegians and so on \u2014 World War II was still a recent memory.<\/p>\n<p>The Germans were on their best behavior, to be sure, but perhaps this was only because they knew the world was watching them. If some of them were <span id=\"tooltip55215d628203a\">doomed<\/span> to live their lives behind a <span id=\"tooltip55215d6282683\">concrete<\/span> wall, well, that might just be a consequence of history \u2014 their fault for being on the wrong side originally.<\/p>\n<p>Many people did think like this. Kennedy, however, went to Berlin and supported the old enemy \u2014 Germany \u2014 because he knew that the world had to look toward the future. He could imagine a day when (East) Germans would live in freedom; and that freedom would make them peaceful.<\/p>\n<h2>Another Wall<\/h2>\n<p>Half a century later, the world needs another Kennedy, to see past the chaos of the moment and describe a better future. Another <span id=\"tooltip55215d6282be7\">people<\/span> who have been on the wrong side of history are <span id=\"tooltip55215d6283143\">encircled<\/span> by <a title=\"World's barriers: West Bank (BBC)\" href=\"http:\/\/news.bbc.co.uk\/2\/hi\/middle_east\/8342764.stm\" target=\"_blank\">a barrier even higher than the Berlin Wall<\/a>. The power in the region, itself a victim of <span id=\"tooltip55215d62833cc\">genocide<\/span> and surprise attacks by its neighbors, is understandably nervous, but it&#8217;s <span id=\"tooltip55215d6283892\">denying<\/span> <span id=\"tooltip55215d6283b92\">liberty<\/span> to others in the name of its own security. The US, <span id=\"tooltip55215d6283f89\">to the extent<\/span> it shows any interest at all in helping to <span id=\"tooltip55215d6284366\">resolve<\/span> the situation, says it&#8217;s waiting for both sides to elect different leaders. That could take a while.<\/p>\n<p>Although the situation in Israel and Palestine affects the security of the entire Western world, no serious effort has been made since the days of Bill Clinton to even talk about it. Even the Arab spring seems to have <span id=\"tooltip55215d628484c\">bypassed<\/span> that part of the Middle East completely.<\/p>\n<p>It&#8217;s no wonder that the Palestinians have given up on waiting and are now trying to get the United Nations to recognize a Palestinian state. They moved a step closer on Monday, when <a title=\"How Unesco countries voted on Palestinian membership (The Guardian)\" href=\"http:\/\/www.guardian.co.uk\/world\/2011\/nov\/01\/unesco-countries-vote-palestinian-membership\" target=\"_blank\">UNESCO voted<\/a> 107\u201314 (with 52 <span id=\"tooltip55215d6284b32\">abstentions<\/span>) to <span id=\"tooltip55215d62850f9\">admit<\/span> Palestine as a member.<\/p>\n<p><a title=\"UNESCO votes to admit Palestine; U.S. cuts off funding (Washington Post)\" href=\"http:\/\/www.washingtonpost.com\/world\/national-security\/unesco-votes-to-admit-palestine-over-us-objections\/2011\/10\/31\/gIQAMleYZM_print.html\" target=\"_blank\">The United States responded<\/a> by saying it would <span id=\"tooltip55215d62856e4\">withhold<\/span> $60 million it pays in <span id=\"tooltip55215d6285ad8\">dues<\/span> to the organization \u2014 in other words, one-sixth of the budget of the United Nations Educational, Scientific and Cultural Organization. (Germany voted no as well, but with less drama.)<\/p>\n<p>To be fair, the United States was simply obeying its own laws \u2014 one from 1990 and one from 1994 \u2014 that forbid it from funding any UN organization that gives membership to a non-state <span id=\"tooltip55215d6285ebd\">entity<\/span>. Someone back then had seen this coming; each of those laws followed an important milestone on the road to Palestinian statehood.<\/p>\n<h2>Peace, anyone?<\/h2>\n<p>Is anyone interested in <a title=\"20 steps to world peace (Mike Pilewski)\" href=\"\/blog\/20-steps-to-world-peace\" target=\"_blank\">peace<\/a>? The Israelis, who continue to build <span id=\"tooltip55215d62862d2\">settlements<\/span> where they&#8217;d agreed not to? The Palestinians, many of whom fail to understand that Israel is not going away? The Americans, who have enough other problems to deal with? And why are the Americans thought to be the only potential <span id=\"tooltip55215d628668c\">arbiters<\/span> of peace?<\/p>\n<p>My theory is that both sides recognize that America is the only country with enough military strength to guarantee peace in the region. It&#8217;s also powerful enough (<a title=\"The United States Is Out of Money (Mike Pilewski)\" href=\"\/blog\/the-united-states-is-out-of-money\" target=\"_blank\">despite appearances<\/a>) to <span id=\"tooltip55215d6286a71\">put its money where its mouth is<\/span>. After <span id=\"tooltip55215d6286e83\">all else<\/span> failed in the 1978 peace talks between Israel and Egypt, President Jimmy Carter offered to pay each of the two countries to become friends. Israel still gets $3 billion a year, Egypt more than $1 billion. Since the signing of the Israeli-Jordanian <span id=\"tooltip55215d6287634\">peace treaty<\/span> in 1994, America has also invested heavily in Jordan.<\/p>\n<p>Without saying much about it, the US has, in the last several years, spent <span id=\"tooltip55215d6287b29\">a fair amount of money<\/span> on infrastructure projects in the <span id=\"tooltip55215d6287dfa\">West Bank<\/span>. As a result, the West Bank is now close to being a functioning state. All that could <span id=\"tooltip55215d6288433\">come crumbling down<\/span>, however, if the US <span id=\"tooltip55215d6288854\">makes good on<\/span> its threat to <span id=\"tooltip55215d62889b2\">withdraw<\/span> that funding because it feels the Palestinians are <span id=\"tooltip55215d6288d9a\">jumping the gun<\/span>.<\/p>\n<p>What would Kennedy have done?<\/p>\n","protected":false},"excerpt":{"rendered":"<p>What if John F.
