The chance of America finding an easy way out of Afghanistan and Iraq was <span id=\"tooltip5520777ece023\">fading<\/span> as fast as <b>George W. Bush<\/b>&#8216;s popularity. The Democrats thought they could easily kick him out of office. So why didn&#8217;t they?<\/p>\n<p>Well, <span id=\"tooltip5520777ece398\">for one thing<\/span>, the Democratic candidate, <b>John Kerry<\/b>, wasn&#8217;t as inspiring as he could have been. There were also some <span id=\"tooltip5520777ece783\">irregularities<\/span> in the Ohio vote count that <span id=\"tooltip5520777eceb69\">benefited<\/span> Bush. But a large number of voters said in <span id=\"tooltip5520777ecef4f\">exit polls<\/span> that their main concern had been what they <span id=\"tooltip5520777ecf336\">euphemistically<\/span> called &#8220;social issues&#8221; or &#8220;lifestyle issues&#8221;.<\/p>\n<p>Kerry&#8217;s antiwar message had been overshadowed by a <span id=\"tooltip5520777ecf71f\">vocal<\/span> part of the country&#8217;s Left which was <span id=\"tooltip5520777ecfb06\">pressing for<\/span> larger societal changes. They wanted a new <span id=\"tooltip5520777ecfeee\">civil-rights<\/span> movement for lesbian, gay, bisexual and <span id=\"tooltip5520777ed1276\">transgender<\/span> (LGBT) people. &#8220;<b>Gay is the new black<\/b>,&#8221; they said, in a reference both to black as a fashionable color and to the African-American struggle.<\/p>\n<p>The government had done its part to <span id=\"tooltip5520777ed165e\">alienate<\/span> the gay lobby by forbidding the hiring of gay <span id=\"tooltip5520777ed1a43\">interpreters<\/span> for Middle Eastern languages. Further, the extended use of America&#8217;s armed forces had <span id=\"tooltip5520777ed1e2c\">revived<\/span> discussion of the role of gays in them.<\/p>\n<p>In 1993, the US had adopted a policy called &#8220;<b>Don&#8217;t Ask, Don&#8217;t Tell<\/b>&#8220;: officers weren&#8217;t allowed to ask about their soldiers&#8217; sexual <span id=\"tooltip5520777ed2215\">preference<\/span>, and the soldiers weren&#8217;t allowed to tell anyone. This was for the soldiers&#8217; own protection. Military officers told Congress that they&#8217;d heard of &#8220;<span id=\"tooltip5520777ed25ff\">blanket<\/span> parties&#8221;, in which a gay soldier, asleep in his <span id=\"tooltip5520777ed29e3\">bunk<\/span>, would have a blanket pulled over him and then be beaten up by his heterosexual <span id=\"tooltip5520777ed2dcd\">comrades-in-arms<\/span>.<\/p>\n<p>The gay community, however, regarded &#8220;Don&#8217;t Ask, Don&#8217;t Tell&#8221; as a form of discrimination. Homosexuals should have the right to be who they are \u2014 and to serve their country \u2014 without having to put on a <span id=\"tooltip5520777ed31b5\">disguise<\/span>, they say.<\/p>\n<p>Remembering the lesson of 2004, the LGBT lobby was less vocal in 2008, and this time the Democratic candidate \u2014 <b>Barack Obama<\/b> \u2014 even <span id=\"tooltip5520777ed359d\">made overtures<\/span> to them. Now he&#8217;s kept his promises.<\/p>\n<p>In April, Obama issued a presidential <span id=\"tooltip5520777ed3985\">directive<\/span> ordering hospitals to give patients&#8217; same-sex partners the same rights as relatives.<\/p>\n<p>And last week, following a promise in Obama&#8217;s State of the Union address and four months of discussion, <a title=\"House Votes To End 'Don't Ask, Don't Tell' (NPR, with audio)\" href=\"http:\/\/www.npr.org\/templates\/story\/story.php?storyId=127223059\" target=\"_blank\">the House of Representatives voted 234-194<\/a> to end &#8220;Don&#8217;t Ask, Don&#8217;t Tell&#8221;. The Senate is expected to <span id=\"tooltip5520777ed3d6d\">concur<\/span> when it votes in the coming weeks.<\/p>\n<p>Americans, <span id=\"tooltip5520777ed4154\">by and large<\/span>, seem to be <a title=\"Brief History of Gays in the Military (Time)\" href=\"http:\/\/www.time.com\/time\/nation\/article\/0,8599,1958246,00.html\" target=\"_blank\">changing their opinions<\/a> as well: &#8220;Despite some stigma, 69 percent of Americans in a 2009 poll supported allowing gays and lesbians to serve openly,&#8221; reports <i>Time<\/i> magazine.<\/p>\n<p>The military is a little <span id=\"tooltip5520777ed453c\">perturbed<\/span>, because Defense <span id=\"tooltip5520777ed4925\">Secretary<\/span> <b>Robert Gates<\/b> had asked for 11 months, not four, to review the matter. The new policy won&#8217;t, in fact, <span id=\"tooltip5520777ed4d62\">come into effect<\/span> until the Pentagon is finished in December.<\/p>\n<p>Even the old policy wasn&#8217;t always <span id=\"tooltip5520777ed50f6\">observed<\/span>, however. &#8220;It&#8217;s not as much of an issue as it seems,&#8221; says Steve, a former student of mine whose openly gay lifestyle had not prevented him from serving in the army for four years. &#8220;You&#8217;d be surprised.
