{"id":635,"date":"2010-03-25T14:51:39","date_gmt":"2010-03-25T12:51:39","guid":{"rendered":"http:\/\/fascinating-america.com\/blog\/?p=635"},"modified":"2015-04-04T14:53:38","modified_gmt":"2015-04-04T12:53:38","slug":"health-care-by-achilles","status":"publish","type":"post","link":"http:\/\/fascinating-america.com\/blog\/health-care-by-achilles\/","title":{"rendered":"Health care by Achilles"},"content":{"rendered":"<p>Three weeks ago, <a title=\"Obama's government by consensus (Mike Pilewski)\" href=\"\/blog\/obamas-government-by-consensus\" target=\"_blank\">this column<\/a> expressed the opinion that <b>Barack Obama<\/b> was wasting his time trying to get Republican support for his <b>health-care reform<\/b> <span id=\"tooltip551ec1946aca2\">bill<\/span>. And, <span id=\"tooltip551ec1946b08a\">lo<\/span>, in the historic vote held close to midnight on Sunday, not a single Republican voted for it.<\/p>\n<p>All Obama needed to do was concentrate on <span id=\"tooltip551ec1946b46f\">appeasing<\/span> <b>conservative Democrats<\/b> \u2014 but even that was difficult enough to do. Thirty-four members of his party voted against the bill. If <b>just four more representatives<\/b> had joined them, Obama&#8217;s presidency would be in very <span id=\"tooltip551ec1946b85a\">deep trouble<\/span> indeed.<\/p>\n<p>America appears to have two big political parties, but in reality, they are <b>coalitions<\/b>. Mainstream Democrats must constantly make <span id=\"tooltip551ec1946bc50\">concessions<\/span> to a group of 54 <a title=\"Blue Dog Democrats (Wikipedia)\" href=\"http:\/\/en.wikipedia.org\/wiki\/Blue_Dog_Democrats\" target=\"_blank\">&#8220;Blue Dog&#8221; Democrats<\/a> \u2014 representatives from very conservative districts who try to shift the party&#8217;s entire <span id=\"tooltip551ec1946c028\">platform<\/span> to the right in order for it to be locally <span id=\"tooltip551ec1946c416\">palatable<\/span>. Mainstream Republicans must <span id=\"tooltip551ec1946cbde\">accommodate<\/span> the members of the so-called &#8220;religious right&#8221;, who seek to <span id=\"tooltip551ec1946cfc6\">blur<\/span> the line between religion and politics.<\/p>\n<p><b>Obama&#8217;s concession<\/b> to the Blue Dogs was a promise to sign an <span id=\"tooltip551ec1946d3ad\">executive order<\/span> (which he did on Wednesday) <span id=\"tooltip551ec1946d797\">assuring<\/span> that federal money will not be used to pay for <span id=\"tooltip551ec1946db7c\">abortions<\/span>. Politically, he could afford to do this.<\/p>\n<p>But as they say about opera, &#8220;It&#8217;s not over till the fat lady sings.&#8221; The <span id=\"tooltip551ec1946df69\">metaphorical<\/span> fat lady, in this case, is neither fat nor a lady; it&#8217;s <b>John Boehner<\/b>, the leader of the Republicans in the Senate. He has promised to use &#8220;any means necessary&#8221; to still try to prevent the new law from <span id=\"tooltip551ec1946e34e\">taking effect<\/span>.<\/p>\n<p>He has an opportunity for that, because <b>neither side is satisfied<\/b> with the law as it is, and both parties <a title=\"Senate resumes healthcare debate; Obama to sign antiabortion order (LA Times)\" href=\"http:\/\/latimesblogs.latimes.com\/dcnow\/2010\/03\/senate-resumes-healthcare-debate-as-obama-to-sign-antiabortion-order.html\" target=\"_blank\">will be trying<\/a> to make <span id=\"tooltip551ec1946e736\">amendments<\/span> in their favor. If the amendments are cleverly written, Boehner may be able to put a big <span id=\"tooltip551ec1946eb1d\">dent<\/span> in what the law <span id=\"tooltip551ec1946ef06\">sets out to do<\/span>. By allowing so much compromise <span id=\"tooltip551ec1946f2ee\">from the outset<\/span>, Obama has allowed the creation of <b>the Achilles bill<\/b>.<\/p>\n<p>Achilles, you will recall, was made <span id=\"tooltip551ec1946f6d5\">invulnerable<\/span> as a baby when his mother <span id=\"tooltip551ec1946fabc\">dipped<\/span> him in ambrosia (or the River Styx). But because she held him by the <span id=\"tooltip551ec1946fea2\">heel<\/span>, this part of his body was unprotected. The Achilles heel of the health-care law is that much of it will not come into effect until <b>2014<\/b> \u2014 two years after the next presidential election. That gives the Republicans and <a title=\"It's your money... or is it? (Mike Pilewski)\" href=\"\/blog\/its-your-money-or-is-it\" target=\"_blank\">tea party activists<\/a> plenty of time to light the <span id=\"tooltip551ec1947028c\">torches<\/span>, gather the <span id=\"tooltip551ec19470676\">pitchforks<\/span>, and <a title=\"Pulling the plug on Grandma (Mike Pilewski)\" href=\"\/blog\/pulling-the-plug-on-grandma\" target=\"_blank\">storm the castle<\/a>.<\/p>\n<p>Parts of the new law will have just come into effect by this November&#8217;s congressional election. If enough voters see the <span id=\"tooltip551ec19470a5e\">benefit<\/span> in them, they won&#8217;t want them to be taken away. All previous social programs became untouchable over time. But if no benefits are seen by November, the Republicans will gather public support by continuing to <span id=\"tooltip551ec19470e47\">condemn<\/span> the $940 <span id=\"tooltip551ec1947122d\">billion<\/span> cost before much of that money is spent. In a <span id=\"tooltip551ec1947161b\">bankrupt<\/span> nation with <a title=\"Truths and half-truths about the economy (Mike Pilewski)\" href=\"\/blog\/truths-and-half-truths-about-the-economy\" target=\"_blank\">10 percent unemployment<\/a>, money <span id=\"tooltip551ec194719ff\">talks<\/span> louder than ever.<\/p>\n<p>I predict that, unlike the legendary Achilles, the new law will remain mostly intact; but the idea that the government is spending too much money refuses to go away.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Three weeks ago, this column expressed the opinion that Barack Obama was wasting his time trying to get Republican support for his health-care reform bill.
