This week, the government is doing its best to convince them that it&#8217;s working for the public good. It&#8217;s hired Olympic skier Ryan St. Onge, current Miss America Caressa Cameron, and former teen star Donny Osmond to do <span id=\"tooltip551fdd9b4f27c\">testimonials<\/span> on television and on YouTube. It&#8217;s <a title=\"The Creativity of Partners (US Census Bureau blog)\" href=\"http:\/\/blogs.census.gov\/2010census\/2010\/02\/the-creativity-of-partners.html\" target=\"_blank\">placed its advertising<\/a> in <span id=\"tooltip551fdd9b4f672\">fortune cookies<\/span> and on paper plates at taco stands. It&#8217;s using the power of Facebook and Twitter. And it&#8217;s sending an army of government workers out to make sure it gets what it wants.<\/p>\n<p>Kim Jong-Il might approve of the propaganda methods, but never fear: it&#8217;s all in the name of democracy. We&#8217;re talking about the <span id=\"tooltip551fdd9b4fa4b\">census<\/span>.<\/p>\n<p><b>In order to have representative government, you have to know whom you&#8217;re representing.<\/b> So the constitution requires that the population be counted every 10 years to determine how many representatives each state has in Congress. Just as importantly, the number of <b>representatives<\/b> plus the number of <b>senators<\/b> equals the number of <span id=\"tooltip551fdd9b50160\">electors<\/span> each state sends to the <span id=\"tooltip551fdd9b5021c\">electoral college<\/span> \u2014 which elects the president.<\/p>\n<h2>Comings and goings<\/h2>\n<p>So much migration happens \u2014 people moving from north to south, immigrants arriving all over \u2014 that big changes do occur whenever the numbers are <span id=\"tooltip551fdd9b50603\">tallied<\/span>. Florida and Colorado, for example, are growing much faster than other states, and will be needed wins for the presidential candidates of 2012 and 2016. Census data is also used extensively in the <span id=\"tooltip551fdd9b509eb\">apportionment<\/span> of federal funds for things like highways, airports and other types of infrastructure \u2014 so the more (people), the <span id=\"tooltip551fdd9b50dd2\">merrier<\/span> (the state).<\/p>\n<p><span class=\"asset-asset_embed-fullsize asset-align-left\"><object width=\"425\" height=\"255\"><param name=\"movie\" value=\"http:\/\/www.youtube.com\/v\/rYj8sNEDIvc&amp;hl=en_US&amp;fs=1&amp;\" \/><param name=\"wmode\" value=\"transparent\" \/><embed src=\"http:\/\/www.youtube.com\/v\/rYj8sNEDIvc&amp;hl=en_US&amp;fs=1&amp;\" type=\"application\/x-shockwave-flash\" wmode=\"transparent\" width=\"425\" height=\"255\" \/><\/object><\/span><\/p>\n<p><b>The US is the only developed country whose population is increasing rapidly.<\/b> Every seven seconds, a child is born there. The high natural rate of increase \u2014 2.05 children per woman \u2014 plays a big part, while immigration, both legal and illegal, adds 1.3 million people to the total population each year.<\/p>\n<p>In October 2006, the US population was 300 million. This April 1, on Census Day, it will reach <a title=\"U.S. and World Population Clocks (U.S. Census Bureau)\" href=\"http:\/\/www.census.gov\/main\/www\/popclock.html\" target=\"_blank\">309 million<\/a>. By 2050, it will be 439 million. Some analysts say this growth will allow America to remain an economic superpower even as China and India <span id=\"tooltip551fdd9b511bb\">reach<\/span> their full potential.<\/p>\n<p><b>Now, it&#8217;s the population that&#8217;s counted, not just citizens.<\/b> So states with a large proportion of immigrants are better represented than they would otherwise be, and <span id=\"tooltip551fdd9b515a2\">said<\/span> immigrants are represented indirectly even when they don&#8217;t have the rights of citizens. Census time is thus when immigration critics tend to <span id=\"tooltip551fdd9b51989\">come out of the woodwork<\/span>.<\/p>\n<p>These critics are often awakened by the efforts of the Census Bureau to locate people who don&#8217;t speak English, who aren&#8217;t known to any authorities, who don&#8217;t have a <span id=\"tooltip551fdd9b51d72\">permanent address<\/span> and who may not even want to be found.<\/p>\n<p><b>The Bureau sends its brave workers into the ghetto<\/b> to knock on every door and search for any <span id=\"tooltip551fdd9b5215b\">subletters<\/span>, <span id=\"tooltip551fdd9b52542\">squatters<\/span> or recent arrivals. They will show a card with a message in 50 languages. If they encounter someone who does not speak English, that person may indicate which of these languages he or she does speak, and the worker will return with an <span id=\"tooltip551fdd9b5292a\">interpreter<\/span>.<\/p>\n<p>The most efficient way to get information is through the mail. So the US government is trying to acquire followers on Twitter (more than 2,800 so far) in order to remind them to send back the <span id=\"tooltip551fdd9b52d12\">form<\/span> they&#8217;ll be getting next week. While past censuses asked questions about education, <span id=\"tooltip551fdd9b534ab\">literacy<\/span> and <span id=\"tooltip551fdd9b534e5\">occupation<\/span>, pressure from <span id=\"tooltip551fdd9b538cb\">privacy<\/span> <span id=\"tooltip551fdd9b53cb2\">advocates<\/span> has reduced the 2010 census form to only <a title=\"The Questions on the Form (US Census Bureau)\" href=\"http:\/\/2010.census.gov\/2010census\/how\/interactive-form.php\" target=\"_blank\">10 basic questions<\/a>, mainly about name, <span id=\"tooltip551fdd9b5409c\">residence<\/span> and <span id=\"tooltip551fdd9b54482\">ethnicity<\/span>.<\/p>\n<p>Short and sweet.
