{"id":547,"date":"2010-01-21T10:55:37","date_gmt":"2010-01-21T08:55:37","guid":{"rendered":"http:\/\/fascinating-america.com\/blog\/?p=547"},"modified":"2015-04-27T20:16:21","modified_gmt":"2015-04-27T18:16:21","slug":"a-good-neighbor-to-haiti","status":"publish","type":"post","link":"http:\/\/fascinating-america.com\/blog\/a-good-neighbor-to-haiti\/","title":{"rendered":"A good neighbor to Haiti"},"content":{"rendered":"<p>It was the right thing to do: when the <span id=\"tooltip551e975c37fd3\">earthquake<\/span> hit Haiti last week, <b>Barack Obama<\/b> promptly sent over $100 million in aid.<\/p>\n<p>It was easy to do, because the money was already available. The US had given Haiti <a title=\"Don't Let Haiti Return to the Status Quo (Stephen Johnson in The Wall Street Journal)\" href=\"http:\/\/online.wsj.com\/article\/SB10001424052748703657604575004713262592800.html\" target=\"_blank\">three times that amount<\/a> last year, out of a sense of <span id=\"tooltip551e975c383b9\">charity<\/span>.<\/p>\n<p><b>Haiti is like that family member that no one wants to talk about:<\/b> that crazy uncle, that child with a <span id=\"tooltip551e975c3879f\">birth defect<\/span>, that aunt who is in an <span id=\"tooltip551e975c38b87\">institution<\/span>.<\/p>\n<p>Haiti was <span id=\"tooltip551e975c38f70\">a total mess<\/span> even before the earthquake. Politically, it <span id=\"tooltip551e975c39356\">alternates<\/span> between corruption and dictatorship. It has the geographic size and <span id=\"tooltip551e975c398f8\">population density<\/span> of Belgium, but one percent of the people own 50 percent of the wealth. Half of those who die each year do so of diseases that Western countries prevent in childhood.<\/p>\n<p>You can see the border with the Dominican Republic <a title=\"Haitian Deforestation (NASA images)\" href=\"http:\/\/svs.gsfc.nasa.gov\/cgi-bin\/details.cgi?aid=2640\" target=\"_blank\">from space<\/a>, because the D. R. has <span id=\"tooltip551e975c39c19\">managed<\/span> its forests, while the Haitians have cut theirs down. About half of Haitians try to grow what they can from the <span id=\"tooltip551e975c39f13\">eroded<\/span> <span id=\"tooltip551e975c3a2fd\">soil<\/span> as they live on pennies a day.<\/p>\n<p>The US intervenes from time to time, whenever there&#8217;s a natural disaster or an urgent need for regime change, but it&#8217;s not enough. Haiti is America&#8217;s responsibility because it&#8217;s next door \u2014 and also because no one else will care for it.<\/p>\n<p>There are historical reasons for this.<\/p>\n<p>In 1823, as Central and South American countries were becoming independent from Spain, US President <b>James Monroe told the European powers to stay away<\/b> from the Americas. Colonization there was finished. In exchange, the US would not <span id=\"tooltip551e975c3ae54\">interfere<\/span> in Europe. This statement came to be known as the <a title=\"Monroe Doctrine (Wikipedia)\" href=\"http:\/\/en.wikipedia.org\/wiki\/Monroe_doctrine\" target=\"_blank\">Monroe Doctrine<\/a>.<\/p>\n<p>In 1904, following the Spanish-American War, which had started over a revolt in the Spanish colony of Cuba, President <b>Theodore Roosevelt asserted that the United States would intervene in Central and South America when necessary<\/b>. In his <span id=\"tooltip551e975c3b684\">State of the Union address<\/span>, he said:<\/p>\n<blockquote>\n<p>&#8220;All that this country desires is to see the neighboring countries stable, orderly, and <span id=\"tooltip551e975c3ba67\">prosperous<\/span>. Any country whose people <span id=\"tooltip551e975c3be51\">conduct themselves<\/span> well can count upon our <span id=\"tooltip551e975c3c237\">hearty<\/span> friendship. &#8230; Chronic wrongdoing, or an impotence which results in a general <span id=\"tooltip551e975c3c621\">loosening of the ties<\/span> of civilized society, may in [the] America[s], as elsewhere, <span id=\"tooltip551e975c3ca07\">ultimately<\/span> require intervention by some civilized nation; and in the Western Hemisphere the <span id=\"tooltip551e975c3cdf0\">adherence<\/span> of the United States to the Monroe Doctrine may force the United States, however <span id=\"tooltip551e975c3d1d6\">reluctantly<\/span>, in <span id=\"tooltip551e975c3d5be\">flagrant<\/span> cases of such wrongdoing or impotence, to the exercise of an international police power.&#8221;<\/p>\n<\/blockquote>\n<p><a title=\"U.S. occupation of Haiti (Wikipedia)\" href=\"http:\/\/en.wikipedia.org\/wiki\/U.S._occupation_of_Haiti\" target=\"_blank\">It took only until 1915<\/a> for the US to send the <span id=\"tooltip551e975c3d9bc\">Marines<\/span> to Haiti after a series of <span id=\"tooltip551e975c3ddb8\">coups<\/span> there. We occupied that country until 1934. We <span id=\"tooltip551e975c3e179\">pulled out<\/span> because President <b>Franklin Delano Roosevelt changed the tone<\/b> of the conversation. On the day he took office in 1933, he said:<\/p>\n<blockquote>\n<p>&#8220;In the field of world policy, I would <span id=\"tooltip551e975c3e560\">dedicate<\/span> this nation to the policy of the good neighbor: the neighbor who &#8230; respects the rights of others&#8230; Such discipline &#8230; makes possible a leadership which aims at the <span id=\"tooltip551e975c3e948\">larger good<\/span>.&#8221;<\/p>\n<\/blockquote>\n<p><b>The US has gone back and forth<\/b> between the two policies, but nowhere more so than in Haiti. The US intervened militarily in <a title=\"Operation Uphold Democracy (Wikipedia)\" href=\"http:\/\/en.wikipedia.org\/wiki\/Operation_Uphold_Democracy\" target=\"_blank\">1994<\/a> and again in 2004. We&#8217;ve been there so often that the Haitians had to be <span id=\"tooltip551e975c3ed31\">reassured<\/span> that our military <a title=\"War machines bring food, water, hope to Haiti (Spotlight Online)\" href=\"http:\/\/www.spotlight-online.de\/news\/politics\/war-machines-bring-food-water-hope-to-haiti\" target=\"_blank\">has come this time<\/a> only to help them stay alive.<\/p>\n<p>Sometimes you wish your neighbors would <span id=\"tooltip551e975c3f118\">mind their own business<\/span>, but when something goes wrong, you&#8217;re happy to have them.
