Two governments. Both unpopular. And one of them will have a test to meet in less than two weeks&#8217; time.<\/p>\n<p>On Tuesday, November 2, Americans will elect all 435 members of the House of Representatives and one third of the 100-member Senate. <a title=\"Electoral-vote.com\" href=\"http:\/\/www.electoral-vote.com\" target=\"_blank\">It is widely believed<\/a> that the Democrats will lose some or all of the substantial majority they&#8217;d won in 2008. <a title=\"2010 Congressional races - Pollingreport.com\" href=\"http:\/\/www.pollingreport.com\/2010.htm\" target=\"_blank\">National opinion polls<\/a> have Republicans between 7 and 17 percent ahead of Democrats. Only 42 to 47 percent of Americans have a favorable opinion of Barack Obama.<\/p>\n<p>In Germany, meanwhile, the coalition of Angela Merkel seems absolutely <span id=\"tooltip551f7840621c0\">unconcerned<\/span> about its 30 percent popularity rating \u2014 a rating so low that, if an election were held tomorrow, Guido &#8220;<a title=\"Westerwave - No one can reach me the water (Facebook.com)\" href=\"http:\/\/www.facebook.com\/pages\/Westerwave-no-one-can-reach-me-the-water\/170082881214\" target=\"_blank\">Westerwave<\/a>&#8221; wouldn&#8217;t even be in parliament, let alone be foreign minister.<\/p>\n<p>Why is the governing party in America <span id=\"tooltip551f7840625a9\">trembling<\/span> and not the governing party in Germany?<\/p>\n<p>The German opposition has an excellent opportunity to <span id=\"tooltip551f78406298f\">strike<\/span>. It could hold a <span id=\"tooltip551f784062d76\">vote of no confidence<\/span> and sweep out Merkel and Westerwelle <span id=\"tooltip551f78406315f\">in a heartbeat<\/span>. But it won&#8217;t. The opposition knows its own policies might be just as ineffective. By waiting things out, it can let the governing coalition have all the blame to itself.<\/p>\n<p>Not so in America. There, being in power is all that counts. The opposition \u2014 be it Democrats or Republicans \u2014 spends every moment between elections dreaming of the day when it can get back into power.<\/p>\n<p>The Democratic Congress gained a majority in 2006 because they were not Republicans. Now the Republicans have a chance because they are not Democrats. Voters&#8217; memories are short, and it&#8217;s easy enough to portray the other side as corrupt, insiderish and wasteful. There&#8217;s no need for strategy; tactics will <span id=\"tooltip551f784063542\">suffice<\/span>.<\/p>\n<p>Politics is not about facts. It is about <span id=\"tooltip551f78406392a\">perception<\/span> \u2014 and this highlights another big difference between Merkel&#8217;s <span id=\"tooltip551f784063d11\">faltering<\/span> coalition and Obama&#8217;s faltering <span id=\"tooltip551f7840640f9\">entourage<\/span>.<\/p>\n<p>In both countries, the economy is in a <span id=\"tooltip551f7840644e2\">slump<\/span> and people are out of work. <span id=\"tooltip551f7840648c9\">Granted<\/span>, the situation is certainly worse in America, which is less of a welfare state. But since last year&#8217;s election, Merkel&#8217;s government has been saying <span id=\"tooltip551f784064cb1\">consistently<\/span> that the hard times will be over any minute now \u2014 even when the facts haven&#8217;t quite supported that <span id=\"tooltip551f784065099\">assertion<\/span> \u2014 and the media have been happy to repeat this. In other words, she&#8217;s been in control of her message.<\/p>\n<p>Obama, on the other hand, hasn&#8217;t seemed in control of his message at any time in the 21 months he&#8217;s been in office. Only <span id=\"tooltip551f784065481\">reluctantly<\/span> has he had the support of his fellow Democrats in Congress \u2014 many of whom <span id=\"tooltip551f784065869\">rode his coattails<\/span> to office \u2014 while the American media have ranged between critical and openly <span id=\"tooltip551f784065c51\">hostile<\/span>.<\/p>\n<p>Although Obama and the Democrats have done what they said they would do \u2014 <span id=\"tooltip551f784066038\">withdraw<\/span> from Iraq, improve America&#8217;s image in the world, offer health care to uninsured Americans, re-regulate the financial industry, work toward reducing nuclear weapons, and prevent the financial crisis from getting substantially worse \u2014 it&#8217;s not enough. The news and talk radio offer constant reminders of the state of the economy. They also offer reminders that, <span id=\"tooltip551f784066421\">contrary to<\/span> Obama&#8217;s stated <span id=\"tooltip551f784066809\">intentions<\/span>, his advisers have all <span id=\"tooltip551f784066bf0\">wound up being<\/span> Washington or Wall Street insiders.<\/p>\n<p>This election is not about Barack Obama \u2014 at least one Senate candidate has had to make that clear \u2014 but coming halfway between his own election and the next one in which he will have to compete, Obama can&#8217;t be removed from the <span id=\"tooltip551f784066fd9\">equation<\/span>.<\/p>\n<p>What happened to hope and change? &#8220;If people now want to <span id=\"tooltip551f7840673c9\">take their ball and go home<\/span>, that tells me <span id=\"tooltip551f7840677a9\">folks<\/span> weren&#8217;t serious in the first place,&#8221; <a title=\"Obama interview in Rolling Stone magazine\" href=\"http:\/\/www.rollingstone.com\/politics\/news\/17390\/209395\" target=\"_blank\">Obama says<\/a>.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Two countries.
