Despite his promise of &#8220;change&#8221;, some things haven&#8217;t changed at all since the days of George W. Bush.<\/p>\n<p>We&#8217;ve seen <span id=\"tooltip551e34db343fe\">unrepentant<\/span> bankers get big bonuses, government advisers be <span id=\"tooltip551e34db347e4\">recruited<\/span> from Wall Street and corporations, and nearly all Americans get tax cuts.<\/p>\n<p>The government still pretends that its <span id=\"tooltip551e34db34bcb\">missile-defense program<\/span> works, Guant\u00e1namo Bay prison is still open, the <span id=\"tooltip551e34db34fb5\">enhanced<\/span> <span id=\"tooltip551e34db3539c\">surveillance powers<\/span> of the USA PATRIOT Act are still in place, Bush <span id=\"tooltip551e34db35783\">appointees<\/span> Robert Gates and David Petraeus are still <span id=\"tooltip551e34db35b6b\">in charge of<\/span> the foreign wars we hear about, and other wars are still going on that we don&#8217;t hear about (<a title=\"WikiLeaks: Yemen covered up US drone strikes (The Telegraph)\" href=\"http:\/\/www.telegraph.co.uk\/news\/worldnews\/middleeast\/yemen\/8166610\/WikiLeaks-Yemen-covered-up-US-drone-strikes.html\" target=\"_blank\">except through WikiLeaks<\/a>). Old Europe still isn&#8217;t trusted (we now know), North Korea and Palestine are still <span id=\"tooltip551e34db35f52\">powder kegs<\/span>, and Cuba is still <span id=\"tooltip551e34db3633b\">off-limits<\/span> (though the Canadians are talking to us again).<\/p>\n<p>As commentator Bill Maher <a title=\"Bill Maher on The Situation Room (CNN transcript)\" href=\"http:\/\/transcripts.cnn.com\/TRANSCRIPTS\/1011\/06\/sitroom.01.html\" target=\"_blank\">has observed<\/a>, even Obama&#8217;s <span id=\"tooltip551e34db36724\">narrowly<\/span> won health-care compromise was <span id=\"tooltip551e34db36b0a\">essentially<\/span> the plan <span id=\"tooltip551e34db36ef2\">put forward<\/span> by Republican Senator Bob Dole in 1994.<\/p>\n<p>I&#8217;m not saying any of this is bad; it&#8217;s just not what we expected to happen.<\/p>\n<p>How <span id=\"tooltip551e34db372da\">startling<\/span> it is, then, whenever Obama handles something differently than George W. Bush. <span id=\"tooltip551e34db376c1\">Admittedly<\/span>, Obama acted very <span id=\"tooltip551e34db37aa8\">stealthily<\/span> \u2014 on January 2, during a holiday weekend, while he was vacationing in Hawaii, where reporters wouldn&#8217;t notice.<\/p>\n<p><a href=\"http:\/\/fascinating-america.com\/blog\/wp-content\/uploads\/300px-Obama_signs_Zadroga_Act.jpg\"><img decoding=\"async\" loading=\"lazy\" class=\"alignleft size-full wp-image-445\" src=\"http:\/\/fascinating-america.com\/blog\/wp-content\/uploads\/300px-Obama_signs_Zadroga_Act.jpg\" alt=\"300px-Obama_signs_Zadroga_Act\" width=\"300\" height=\"200\" srcset=\"http:\/\/fascinating-america.com\/blog\/wp-content\/uploads\/300px-Obama_signs_Zadroga_Act.jpg 300w, http:\/\/fascinating-america.com\/blog\/wp-content\/uploads\/300px-Obama_signs_Zadroga_Act-150x100.jpg 150w\" sizes=\"(max-width: 300px) 100vw, 300px\" \/><\/a>His act was to <span id=\"tooltip551e34db37e91\">approve<\/span> a law giving $4.2 <span id=\"tooltip551e34db3827a\">billion<\/span> to people who had breathed <span id=\"tooltip551e34db3865f\">toxic<\/span> smoke at the World Trade Center site while cleaning it up after 9\/11. Back then, the Bush <span id=\"tooltip551e34db38a4d\">administration<\/span> had repeatedly declared that the thick smoke, which contained heavy metals and asbestos and <span id=\"tooltip551e34db38e33\">persisted<\/span> for weeks, represented no risk to anyone&#8217;s health. <span id=\"tooltip551e34db39219\">First responders<\/span> and firefighters had had to <span id=\"tooltip551e34db39601\">rely on<\/span> private <span id=\"tooltip551e34db399ee\">donations<\/span> to pay their hospital bills.<\/p>\n<p>The Bush administration did <span id=\"tooltip551e34db39dd1\">readily<\/span> pay $7 billion to the families of those injured or killed in the 9\/11 attacks, in order to prevent any <span id=\"tooltip551e34db3a1b9\">lawsuits<\/span> against the airlines. But <span id=\"tooltip551e34db3a5a1\">compensation<\/span> to the cleanup crews was a different matter. The official answer was that it was difficult to show that any particular syndrome resulted directly from <span id=\"tooltip551e34db3a988\">exposure<\/span> to the smoke. The more <span id=\"tooltip551e34db3ad72\">likely<\/span> answer was probably that the government <span id=\"tooltip551e34db3b15a\">was scared silly<\/span> that millions of <span id=\"tooltip551e34db3b540\">claims<\/span> might be <span id=\"tooltip551e34db3b92a\">filed<\/span>.<\/p>\n<p>On the one hand, acts of terrorism are usually <span id=\"tooltip551e34db3bd18\">exempted<\/span> from insurance policies, so no one is <span id=\"tooltip551e34db3c0f8\">liable<\/span> for them. On the other hand, the federal government usually does help out during other catastrophes like hurricanes and <span id=\"tooltip551e34db3c4e2\">earthquakes<\/span>, even though it&#8217;s not responsible for those. It&#8217;s also commonly agreed that the government should protect its citizens \u2014 think of all the money spent on things like <span id=\"tooltip551e34db3c8c9\">defense<\/span> and food inspection \u2014 so it could be considered liable, especially as the entire East Coast was <a title=\"9\/11: History or mystery? (Mike Pilewski)\" href=\"\/blog\/911-history-or-mystery\" target=\"_blank\">left undefended<\/a> on that day.<\/p>\n<p>The new law is named after James Zadroga, the first New York police officer to die of a lung disease <span id=\"tooltip551e34db3ccb1\">attributed to<\/span> the smoke at &#8220;Ground Zero&#8221;. Senate Republicans <a title=\"Senate Republicans block 9\/11 health bill (Reuters)\" href=\"http:\/\/www.publicbroadcasting.net\/kenw\/news.newsmain\/article\/0\/13\/1735772\/Top.Stories\/Senate.Republicans.block.911.health.bill\" target=\"_blank\">tried hard<\/a> to block the <span id=\"tooltip551e34db3d09a\">bill<\/span>, but <span id=\"tooltip551e34db3d482\">gave in<\/span> when <a title=\"Reaganomics for beginners (Mike Pilewski)\" href=\"\/blog\/reaganomics-for-beginners\" target=\"_blank\">tax cuts for wealthy Americans<\/a> were extended just before Christmas.<\/p>\n<p>Obama offered a written statement that read, <span id=\"tooltip551e34db3d869\">in full<\/span>:<\/p>\n<blockquote>\n<p>&#8220;I was honored to sign the James Zadroga 9\/11 Health and Compensation <span id=\"tooltip551e34db3dc57\">Act<\/span> to ensure that rescue and <span id=\"tooltip551e34db3e03b\">recovery<\/span> workers, <span id=\"tooltip551e34db3e424\">residents<\/span>, students, and others suffering from health consequences related to the World Trade Center disaster have access to the medical <span id=\"tooltip551e34db3e80c\">monitoring<\/span> and treatment they need. We will never forget the selfless courage demonstrated by the firefighters, police officers, and first responders who risked their lives to save others. I believe this is a critical step for those who continue to <span id=\"tooltip551e34db3ebf5\">bear<\/span> the physical <span id=\"tooltip551e34db3efdc\">scars<\/span> of those attacks.&#8221;<\/p>\n<\/blockquote>\n<p>No speech at Ground Zero, no words to the TV cameras \u2014 but honor has been given back to the heroes of 9\/11.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>So far, Barack Obama has been one of our best Republican presidents \u2014 which is fine, except that he claims to be a Democrat.
