Barack Obama had wanted to wait another week to give his <span id=\"tooltip551e3760d8d83\">State of the Union speech<\/span>, but they wouldn&#8217;t let him. It would have <span id=\"tooltip551e3760d9168\">delayed<\/span> the <span id=\"tooltip551e3760d9553\">season<\/span> premiere of <i>Lost<\/i>. So he gave it last night instead, while the <span id=\"tooltip551e3760d9938\">reruns<\/span> were still on.<\/p>\n<p>For the first half hour or so, I even thought Obama&#8217;s speech was a rerun of <a title=\"Common ground can be good PR (Mike Pilewski)\" href=\"\/blog\/common-ground-can-be-good-pr\" target=\"_blank\">the one he&#8217;d given last February<\/a>. He spoke on the same topics, named the same ambitions, mentioned the same small successes and enormous challenges, and made the same <span id=\"tooltip551e3760d9d20\">pointless<\/span> <span id=\"tooltip551e3760da10a\">appeal<\/span> to Republicans to work with him to change the tone of Washington politics. (<a title=\"2010 State of the Union Address (Washington Post)\" href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/video\/2010\/01\/27\/VI2010012705271.html\" target=\"_blank\">video<\/a> | <a title=\"Obama delivers State of the Union address (Washington Post)\" href=\"http:\/\/projects.washingtonpost.com\/obama-speeches\/speech\/169\/\" target=\"_blank\">text<\/a>)<\/p>\n<p><b>He even repeated several exact phrases<\/b> he&#8217;s used before: &#8220;Despite our <span id=\"tooltip551e3760da4f0\">hardships<\/span>, our Union is strong.&#8221; &#8220;When I <span id=\"tooltip551e3760da8d8\">ran for<\/span> president, I promised that I wouldn&#8217;t just do what was popular; I would do what was necessary.&#8221; &#8220;We cut taxes for 95 percent of working families.&#8221; And so on.<\/p>\n<p><b>There were a few important differences to last year&#8217;s speech, though.<\/b> That one had been <span id=\"tooltip551e3760dacc0\">delivered<\/span> with a passion <span id=\"tooltip551e3760db0a9\">buoyed<\/span> by public support. This year&#8217;s lacked enthusiasm, as though Obama just wanted to <span id=\"tooltip551e3760db490\">get it over with<\/span>. But most importantly, he was speaking to a different audience altogether.<\/p>\n<p>I don&#8217;t mean the American people, who in all three special elections in the past year (in New Jersey, Virginia and Massachusetts) voted for the opposition. No, <b>this year he spoke to the Congress<\/b> \u2014 as he should.<\/p>\n<p><span id=\"tooltip551e3760db877\">Unlike<\/span> in the parliamentary system, the US president is separate from the <span id=\"tooltip551e3760dbc61\">legislature<\/span>. If he wants something done, he is dependent on the good will of the Congress to make it happen. And Congress, of course, acts in its own interest.<\/p>\n<h2>A distrust of Congress<\/h2>\n<p>The past year has shown that <b>Obama can&#8217;t even depend on his own party<\/b> to <span id=\"tooltip551e3760dc049\">back him up<\/span>. The Democrats currently enjoy the largest majority they&#8217;ve had since 1981. The last time the Republicans had such a majority was in 1931. Still, each new Congress gets less and less done because its members fear the voters.<\/p>\n<p>&#8220;<b>What frustrates the American people<\/b> is a Washington where every day is election day,&#8221; Obama said. &#8220;We can&#8217;t <span id=\"tooltip551e3760dc432\">wage<\/span> a <span id=\"tooltip551e3760dc819\">perpetual<\/span> campaign where the only goal is to see who can get the most <span id=\"tooltip551e3760dcc01\">embarrassing<\/span> headlines about the other side \u2014 a belief that if you lose, I win. Neither party should delay or <span id=\"tooltip551e3760dcfeb\">obstruct<\/span> every single <span id=\"tooltip551e3760dd3d2\">bill<\/span> just because they can.&#8221; Some Democrats applauded this, but stopped suddenly when he said: &#8220;I&#8217;m speaking to both parties now.&#8221;<\/p>\n<p>&#8220;To Democrats, I would remind you that we still have the largest majority in decades, and <b>the people expect us to solve problems<\/b>, not <span id=\"tooltip551e3760dd7ba\">run for the hills<\/span>.&#8221;<\/p>\n<p>Obama has <span id=\"tooltip551e3760ddba2\">picked up on<\/span> something here: <b>Americans&#8217; distrust<\/b> of Congress is <a title=\"Congress - job rating (Pollingreport.com)\" href=\"http:\/\/www.pollingreport.com\/CongJob.htm\" target=\"_blank\">far stronger<\/a> than their distrust of any president. It&#8217;s a <span id=\"tooltip551e3760ddf89\">long shot<\/span>, but his criticism of Congress may help him. As happens to all new presidents, Obama has seen his popular support fall <a title=\"Obama job-approval rating (Pollingreport.com)\" href=\"http:\/\/www.pollingreport.com\/images\/ObamaJob.GIF\" target=\"_blank\">from 70 percent to 50 percent<\/a>. But a growing number of Americans don&#8217;t like the fact that Obama has been working on fulfilling his promises from 2007 and 2008 (Iraq and <span id=\"tooltip551e3760de372\">health care<\/span>) instead of <span id=\"tooltip551e3760de75a\">adapting<\/span> to the new priorities of 2009 and 2010 (jobs and the financial crisis). The president took care to <span id=\"tooltip551e3760deb3f\">acknowledge<\/span> this in his speech as well.<\/p>\n<h2>The opposition&#8217;s response<\/h2>\n<p><b>The Republican response<\/b>, given by newly elected Virginia Governor Bob McDonnell, was not so much a <span id=\"tooltip551e3760def29\">rebuttal<\/span> as a PR event. Instead of speaking into a TV camera as the responders usually do, McDonnell invited friends, family and <span id=\"tooltip551e3760df310\">fellow<\/span> Republicans to sit in the Virginia Legislature and offer round after round of applause to his very broad statements. (<a title=\"Republican response to 2010 SOTU (Washington Post)\" href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/video\/2010\/01\/27\/VI2010012705443.html\" target=\"_blank\">video<\/a> | <a title=\"SOTU response\" href=\"http:\/\/soturesponse.com\/SOTUResponse\/comments\/state_of_the_union_response_full_text\" target=\"_blank\">text<\/a>)<\/p>\n<p>McDonnell hit the <span id=\"tooltip551e3760df6fb\">talking points<\/span> that <span id=\"tooltip551e3760dfae1\">resonate<\/span> most with Republican voters today: the <span id=\"tooltip551e3760dfec8\">national debt<\/span>, which he said &#8220;is set to double in five years and <span id=\"tooltip551e3760e02af\">triple<\/span> in ten&#8221;; &#8220;innovative energy solutions&#8221;, which to him meant <span id=\"tooltip551e3760e0699\">exploring for<\/span> oil and natural gas; and letting children (or their parents) choose their schools. He suggested that viewers visit the Republican website at <a title=\"Solutions.gop.gov\" href=\"http:\/\/www.gop.gov\/solutions\/\" target=\"_blank\">solutions.gop.gov<\/a> and (<span id=\"tooltip551e3760e0a80\">prompting<\/span> a few <span id=\"tooltip551e3760e0e68\">giggles<\/span> from the audience) follow their <span id=\"tooltip551e3760e1250\">proposals<\/span> on Twitter. A quote from <span id=\"tooltip551e3760e1638\">Scripture<\/span> and a promise of equality of opportunity <span id=\"tooltip551e3760e1a21\">rounded things off<\/span>.<\/p>\n<p>The campaigning is already <span id=\"tooltip551e3760e1e07\">under way<\/span> for the Congressional election in November of this year. Next year at this time, will Obama be able to report any progress? Or will we see another rerun?<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Well, the people have spoken.
