It was a <span id=\"tooltip551e68085b6b3\">pen pal<\/span> in Bremen who helped me to learn German as it&#8217;s actually used and who told me about everyday life in his country. In what may have been an early version of this column, I did the same for him.<\/p>\n<p>In the eighth <span id=\"tooltip551e68085ba94\">grade<\/span>, I knew very little about politics, but Frank seemed to know a bit more. He was very interested in <span id=\"tooltip551e68085be7b\">spy<\/span> movies and asked me to explain the <b>CIA<\/b> and the <b>FBI<\/b>. He also wanted me to send him a Jerry Cotton novel in English. That&#8217;s when I had to disappoint him. No one in America had heard of the <span id=\"tooltip551e68085c263\">fictional<\/span> FBI agent; he&#8217;s a creation of German authors.<\/p>\n<p>Today we&#8217;d have a lot to write about. The <a title=\"Why Obama's not saying enough (Mike Pilewski)\" href=\"\/blog\/why-obamas-not-saying-enough\" target=\"_blank\">secret role of the CIA<\/a> in destabilizing foreign governments has been admitted to by <span id=\"tooltip551e68085c64c\">no less<\/span> than Madeleine Albright and Barack Obama.<\/p>\n<p>The terrorist <a title=\"9\/11: History or mystery? (Mike Pilewski)\" href=\"\/blog\/911-history-or-mystery\" target=\"_blank\">attacks of 9\/11<\/a> called attention to a <span id=\"tooltip551e68085ca34\">lack<\/span> of communication between the various <span id=\"tooltip551e68085ce1c\">intelligence agencies<\/span> working for the United States. Another lack of communication that allowed the <a title=\"Don't Mention the War! (Mike Pilewski)\" href=\"\/blog\/dont-mention-the-war\" target=\"_blank\">&#8220;underwear bomber&#8221;<\/a> to come close to <span id=\"tooltip551e68085d207\">blowing up<\/span> an airplane on Christmas Day 2009 led the media to observe that there are <b>17 such agencies<\/b>. So naturally an <span id=\"tooltip551e68085d5ed\">alert<\/span> reader of this column asked: <b>What are they and what do they do?<\/b><\/p>\n<h2>Spies everywhere \u2014 even in Europe<\/h2>\n<p>Basically, information is gathered in a number of specific areas. Each <span id=\"tooltip551e68085d9d4\">branch<\/span> of <b>the American military<\/b>, for example \u2014 the army, navy, air force and marines \u2014 has its own intelligence agency. There&#8217;s also an agency that builds and operates spy satellites, and another that looks at the pictures they take. The gathering of all this military <span id=\"tooltip551e68085ddbc\">intelligence<\/span> is coordinated by yet another office: the Defense Intelligence Agency.<\/p>\n<p>Also <span id=\"tooltip551e68085e1a3\">answerable to<\/span> the Defense Department is the <b>National Security Agency<\/b>, which listens to <span id=\"tooltip551e68085e58f\">transmissions<\/span> of all kinds and specializes in cryptographic analysis. The NSA is believed to be able to <span id=\"tooltip551e68085e979\">intercept<\/span> most of the world&#8217;s telephone calls, faxes, Internet traffic and e-mail, at points where these signals travel by radio, satellite or undersea cable. The European Union believes the NSA may have <a title=\"US-Armee lauscht von Darmstadt aus (Hessischer Rundfunk)\" href=\"http:\/\/www.hr-online.de\/website\/rubriken\/nachrichten\/index.jsp?rubrik=5710&amp;key=standard_document_2406678\" target=\"_blank\">spied on America&#8217;s allies in Europe<\/a> for several years, through a system known as Echelon, to give an advantage to US businesses. Under George W. Bush and possibly Barack Obama as well, the NSA, aided by AT&amp;T and other phone companies, has also <span id=\"tooltip551e68085ed5f\">monitored<\/span> the phone calls and Web traffic of <a title=\"The NSA Wiretapping Story That Nobody Wanted (PC World)\" href=\"http:\/\/www.pcworld.com\/article\/168651\/the_nsa_wiretapping_story_that_nobody_wanted.html\" target=\"_blank\">millions of ordinary Americans<\/a>.<\/p>\n<p>Several other <b>government departments<\/b> have their own intelligence agencies as well. The <span id=\"tooltip551e68085f149\">Department<\/span> of Energy spies on other countries&#8217; nuclear programs. The <span id=\"tooltip551e68085f52d\">State Department<\/span> collects and reviews information that may affect US diplomacy. The <span id=\"tooltip551e68085f917\">Department of the Treasury<\/span> has an agency that tries to <span id=\"tooltip551e68085fd00\">undermine<\/span> financial support for terrorism.<\/p>\n<h2>Plenty of work at home<\/h2>\n<p>For the <b>Department of Homeland Security<\/b>, the Coast Guard collects intelligence in American waters, and the Office of Intelligence and Analysis <span id=\"tooltip551e6808600ed\">evaluates<\/span> threats to American infrastructure.<\/p>\n<p>In America, the <b>FBI<\/b>, or Federal Bureau of Investigation, is <span id=\"tooltip551e6808604db\">called in<\/span> to do police work when crimes (such as kidnapping) are <span id=\"tooltip551e6808608b3\">committed<\/span> across state lines. It often collaborates with the <b>DEA<\/b>, or Drug <span id=\"tooltip551e680860c9b\">Enforcement<\/span> Agency, to find <span id=\"tooltip551e680861084\">evidence<\/span> of drug crimes.<\/p>\n<p>All of <span id=\"tooltip551e68086146f\">the above<\/span>, plus whatever the Central Intelligence Agency finds out, is <span id=\"tooltip551e680861853\">forwarded<\/span> to the <a title=\"A Complex Organization United Under a Single Goal: National Security (Intelligence.gov)\" href=\"http:\/\/www.intelligence.gov\/about-the-intelligence-community\/structure\/\" target=\"_blank\">Director of National Intelligence<\/a>, whose office, <span id=\"tooltip551e680861c3a\">created<\/span> in 2005, <span id=\"tooltip551e680862022\">forms<\/span> the 17th agency.<\/p>\n<p><b>Two weeks from today,<\/b> the movie <a title=\"Jerry Cotton official site\" href=\"http:\/\/www.jerrycotton-film.de\/\" target=\"_blank\"><i>Jerry Cotton<\/i><\/a> will be in German cinemas (with Christian Tramitz in the title role). But I&#8217;m not sure that he, or even Dana Scully or Fox Mulder (the FBI agents from <i><span id=\"tooltip551e68086240c\">The X-Files<\/span><\/i>) could explain why America needs so many different agencies. After the underwear bomber <span id=\"tooltip551e6808627f3\">incident<\/span>, we heard that more information was being collected than could be analyzed.
