Not only was it one of Obama&#8217;s most inspirational speeches; it was probably the most inspirational speech given by any president <span id=\"tooltip551e29b74597b\">in recent memory<\/span>. (<a title=\"Obama addresses Congress (Washington Post)\" href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/video\/2009\/02\/24\/VI2009022403891.html\" target=\"_blank\">Watch video<\/a> | <a title=\"President Obama Addresses Joint Session of Congress (Washington Post)\" href=\"http:\/\/www.washingtonpost.com\/wp-srv\/politics\/documents\/obama_address_022409.html\" target=\"_blank\">Read the text<\/a>)<\/p>\n<p>The <span id=\"tooltip551e29b745d60\">somber<\/span>, transitional Obama of the last two months has <span id=\"tooltip551e29b74614c\">stepped back<\/span>, and the motivational, &#8220;Yes, we can&#8221; Obama from the campaign has returned with a big smile. He promised: &#8220;We will rebuild, we will <span id=\"tooltip551e29b746533\">recover<\/span>, and the United States of America will <span id=\"tooltip551e29b74691c\">emerge<\/span> stronger than before!&#8221;<\/p>\n<p>The new president has had some PR work to do lately. Three of his nominees for top government positions had to <span id=\"tooltip551e29b746d02\">step down<\/span> because they hadn&#8217;t paid their <span id=\"tooltip551e29b7470eb\">taxes<\/span>. Republicans forced concessions on the Democrats&#8217; economic recovery program and then still didn&#8217;t vote for it.<\/p>\n<p>Former Republican presidential candidate John McCain was on as many talk shows as possible, <span id=\"tooltip551e29b7474d3\">bad-mouthing<\/span> the party he had offered to work with, while Congressional Republican leaders John Boehner and Eric Cantor were talking about ways to form an &#8220;<span id=\"tooltip551e29b7478b9\">effective<\/span> opposition&#8221; to the Democrats. Obama even visited prominent Republicans at their homes, searching for ways to work together, but <span id=\"tooltip551e29b747ca3\">returned empty-handed<\/span>.<\/p>\n<p>All the more remarkable it was, then, that about 15 minutes into Tuesday&#8217;s speech \u2014 after sitting silently through Obama&#8217;s plans for <span id=\"tooltip551e29b74808c\">health care<\/span>, education and new technologies \u2014 the Republican members of Congress began to applaud when Obama talked about <span id=\"tooltip551e29b74884a\">incentives<\/span> to reactivate the system of lending.<\/p>\n<p>The applause turned into the first of several standing ovations when Obama said that this time, the banks will have to <span id=\"tooltip551e29b748c41\">account<\/span> fully for the money the government is giving them. He announced the creation of a new government website, <a title=\"recovery.gov\" href=\"http:\/\/www.recovery.gov\" target=\"_blank\">recovery.gov<\/a>, which answers questions like &#8220;Where is your money going?&#8221; and promises &#8220;<span id=\"tooltip551e29b74902c\">accountability<\/span> and transparency&#8221;. &#8220;I&#8217;ve asked Vice-President Biden to lead a tough, <span id=\"tooltip551e29b749410\">unprecedented<\/span> <span id=\"tooltip551e29b7497fa\">oversight<\/span> <span id=\"tooltip551e29b749be2\">effort<\/span>, because nobody <span id=\"tooltip551e29b749fc9\">messes with<\/span> Joe!&#8221; he said.<\/p>\n<p>With this, and some words about individual responsibility, Obama <span id=\"tooltip551e29b74a3b1\">scored<\/span> the PR victory he needed and found the <span id=\"tooltip551e29b74a79c\">common ground<\/span> he had sought. Proof of this was delivered in the <span id=\"tooltip551e29b74ab81\">lukewarm<\/span> Republican response (<a title=\"Republican response (Washington Post)\" href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/content\/video\/2009\/02\/24\/VI2009022404037.html\" target=\"_blank\">Video<\/a> | <a title=\"Republican response (Washington Post)\" href=\"http:\/\/www.washingtonpost.com\/wp-srv\/politics\/documents\/gov_jindal_022409.html\" target=\"_blank\">Text<\/a>), given by Louisiana Governor Piyush &#8220;Bobby&#8221; Jindal, who stated that &#8220;Republicans are ready to work with the new president.&#8221;<\/p>\n<p>The two parties have &#8220;an honest and fundamental disagreement about the proper role of government,&#8221; Jindal explained, adding that &#8220;we oppose the national Democratic view that says the way to strengthen our country is to increase dependence on government. We believe the way to strengthen our country is to restrain spending in Washington, to <span id=\"tooltip551e29b74af6a\">empower<\/span> individuals and small businesses to grow our economy and create jobs.&#8221; He then admitted: &#8220;In recent years, these <span id=\"tooltip551e29b74b353\">distinctions<\/span> in philosophy became less clear. Our party got away from its principles. &#8230; Republicans lost your trust, and <span id=\"tooltip551e29b74b73a\">rightly so<\/span>.&#8221;<\/p>\n<p>At the moment, both parties need each other: the Democrats need votes in the Senate, and the Republicans need to reestablish their <span id=\"tooltip551e29b74bb22\">credibility<\/span>. But if, as is widely believed, Jindal becomes a candidate for president in 2012 or 2016, he&#8217;ll have to think of some stronger arguments.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Finally, he&#8217;s back.
